US Urges Monitoring, Protection for Opposition Candidate Tsvangirai During Zimbabwe Runoff美高官:津巴布韦决选须广受监察 The U.S. State Department's top African affairs expert said Monday Zimbabwe's presidential runoff must include "massive" international monitoring, and guarantees for the safety of opposition candidate Morgan Tsvangirai. Assistant Secretary of State for African Affairs Jendayi Frazer says the ed States will work with other countries to try to achieve conditions necessary for a fair vote. There is little optimism here, given the flaws of the first round of voting March 29, that the still-to-be scheduled runoff will meet international standards. But Assistant Secretary Frazer says the ed States intends to work with Zimbabwe's neighbors and international organizations to try to prod the government of President Robert Mugabe into creating conditions for a free and fair vote. In a talk with reporters, Frazer said those conditions include an end to what she described as "state-sponsored violence" against the opposition, "massive" monitoring of the vote extending to the rural level, greater transparency, including international media access, as well as protection for Mr. Tsvangirai. Those are all conditions we would expect to be put in place prior to the runoff taking place, including conditions so that the leader of the opposition, the person who got the most votes in the first round is not threatened if he returns home to Zimbabwe. So some type of security and guarantees for Morgan Tsvangirai's safety certainly should be a necessary condition for holding a runoff," she said. Mr. Tsvangirai, who has been away from Zimbabwe for a month, says he won the March 29th contest with Mr. Mugabe outright. But the country's electoral commission says that, while he finished first in the three-way race, he fell short of the majority needed to avoid a runoff. Frazer said the ed States is prepared work for acceptable runoff terms in Zimbabwe through the southern African regional grouping SADC, the African Union, the ed Nations and neighbor countries including South Africa, whose President Thabo Mbeki has just held talks with Mr. Mugabe. She said the ed States had not yet heard from the South African leader on his mission but that she hoped he pressed his counterpart on terms for the runoff. Frazer expressed particular concern that Mr. Mugabe might press for a quick vote that would preclude adequate preparations: They haven't yet said when the runoff date would be. Certainly if they pull a surprise and they say that the runoff's in a week, it's very unlikely that you're going to have the number of monitors necessary for a free and fair runoff. But we won't know until we know what the date is," she said. Frazer spoke at a press event announcing the renewal of a U.S. rewards program aimed at bringing to justice those responsible for the 1994 genocide in Rwanda. The ed States is offering rewards of up to million for information leading to the arrest of 13 individuals indicted by the International Criminal Tribunal for Rwanda, including fugitive businessman Felicien Kabuga. Kabuga, accused of financing ethnic Hutu militiamen who carried out mass killings of members of the Rwanda's Tutsi minority and Hutu moderates, is believed to be hiding in Kenya. The State Department said it is reviving the rewards program, dormant since 2006, because of deadlines the Rwanda tribunal faces to complete its work. The NATO summit has convened in formal session in Bucharest, Romania. Members are focusing on military operations in Afghanistan and how and when to enlarge the alliance. NATO Secretary-General Jaap de Hoop Scheffer called the summit to order, with a tribute to alliance troops killed in the line of duty. May I now ask you to join me in a moment of silence to pay homage to all those who have made the ultimate sacrifice by laying down their life in the service of our alliance," he said. A line of 26 soldiers -- each wearing the uniform of a NATO-member nation -- walked into the room. As the heads of state and government stood in silence, a lone trumpeter played a tribute to the dead. President Bush has described Afghanistan as the most daring and ambitious mission in the history of the alliance. NATO officials say there is consensus among member countries that this mission must succeed. One by one, member countries are announcing plans to step up their commitment. France is sending a battalion of troops to eastern Afghanistan to free up American marines, who will be redeployed in the troubled south. Canada currently has the largest NATO contingent in the south and has threatened to pull its forces out, if no reinforcements are sent. But there is expected to be far less unity at the Bucharest summit on Georgia and Ukraine's bid to be put on a path to NATO membership. A NATO spokesman says it appears they will not get the unanimous vote required. Russia vehemently opposes bringing the two former Soviet republics into the alliance. And, France and Germany have indicated they do not believe now is the time to admit these two countries to the lengthy membership process. Two Balkan nations that have completed that process -- Albania and Croatia -- will get formal invitations to join the alliance at the Bucharest summit. Alliance members have also agreed that Macedonia meets the criteria for membership, but Greece has vowed to block approval because of a name dispute. There is also a Macedonia region in Greece, and Athens wants Macedonia the country to change its name to reflect the difference.200804/33404厦门激光去痣哪里好

Relations recently worsened when the Afghan government accused Pakistan's security and intelligence agencies of plotting attacks inside Afghanistan including an assassination attempt against President Karzai. Mr. Karzai said Mr. Zardari's election signaled a new era that gives him hope. I found in President Zardari a good will and vision not only for relations between the two countries but for the region - which I have seen for the first time in the leadership of this region," he said. Mr. Zardari assumes office with the same expanded powers that former President Pervez Musharraf had bestowed on the presidency, but it is unclear how much influence the new president has over Pakistan's powerful military and intelligence agencies. Nevertheless, the president said a civilian-led government that had a mandate from the people would be better able to conduct the war against terrorism. Yesterday's war may not have had the people behind it," Mr. Zardari said. "But today's war does have the people of Pakistan - in fact, it has the president of Pakistan, who himself is a victim of terrorism." U.S. and NATO airstrikes in Afghanistan, and suspected U.S. missile attacks in Pakistan, are routinely blamed for killing innocent civilians. Mr. Karzai said ending strikes on civilians is essential to maintaining public support for the war. The war against terrorism will only be won if we have the people with us," he said. "There is no other way. Therefore, for us to have the people with us, we must avoid civilian casualties." Mr. Zardari takes office at a time of increased international attention on the war in Afghanistan, and increased worry about Taliban and al-Qaida militants based in Pakistan's lawless tribal areas. Within Pakistan, he faces daunting economic problems as well as a public that remains suspicious about the influence of billions of dollars in U.S. aid to Pakistan's military and government. Asif Zardari said that, similar to most countries around the world, Pakistan would continue to accept foreign aid. As far as America is concerned - the fact that we are in the eye of the storm, I consider that an opportunity," he said. "I intend to take that and make it a strength. We intend to take the world with us in developing the future of Pakistan and changing the future of our neighbors also." In Washington, a State Department spokesman said the ed States looks forward to working with Mr. Zardari and the Pakistani government on counterterrorism.

Back at the explosives lab, examiners use a high-tech instrument called a Raman spectrometer, a device that determines if a package contains explosive material. With the Raman, what we are doing is that we are using, a, a light source to go into the container and actually get a spectrum off of the substance inside the container. There we're actually able to examine a suspected explosive substance without even having to open the container. And that's great for in the laboratory when you don't wanna put yourself at risk any further than you have to. At the federal building in Oklahoma City, no secondary devices are found. But while the nation is horrified at the carnage. The Explosives is quickly searching the wreckage for evidence to be used in a test called: residue analysis. This helps the FBI determine what chemicals fuel the blast. First thing that happens is... is that the part of our unit that does the residue analysis takes the evidence, extracts anything that they can find from there that would help them identify the explosives. Within hours, residue analysis pinpoints a key piece of evidence. There we were fortunate that we actually did find a piece of debris that had some of the ammonium nitrate prills that were still embedded in it. And from those prills, we were able to conclude that it was an ammonium nitrate based explosive. From these findings the FBI concludes that a fertilizer bomb was used in the most deadly terrorist attack on US soil. Now the search for a suspect begins. The challenge for the Explosives is to determine how the massive bomb was brought to the scene. If it's a very large bombing, it's probably gonna be a vehicle. So we wanna try to identify that vehicle as quickly as we can. And here you can see some pieces that we did in a test with a vehicle. And you can just see the extent to which these are mangled by the explosion. Within a short time, investigators located the axle of a truck that was blown nearly 600 feet away from the federal building. From that axle, the bomb technicians who were at the scene were able to very quickly identify it as having come from the bomb vehicle, and then they were able to give that information to other investigators who tracked it back to the rental facility. In less than a day, suspected bomber Timothy McVeigh is taken into custody. But examiners investigating the murder of the New Jersey ad executive are not so lucky. With no sign of a suspect, they focus their attention on the bomb itself and begin a process known as device analysis. When we're doing an analysis of a device, what we were trying to do is simply to identify the components found there, and trying to see if we can figure out how they were put together, how they worked, or in some cases, how they didn't work?Raman spectrometer: a device to analyze the intensity of Raman scattering of monochromatic light (单色光) as a function of frequency of the scattered light; the information obtained is useful for determining molecular structurecarnage: great and usually bloody slaughter or injury (as in battle)mangle: to mutilate or disfigure by battering, hacking, cutting, or tearing200809/50873 国家地理:Mayan Temple Mystery 玛雅神庙之谜Deep in the jungles of Guatemala lie the ruins of a lost Maya civilization. The culture thought of as the classic Maya flourished across Central America between 250-900 AD. But archeologists are now discovering a Maya society that existed a full thousand years before that, in a time they call the Preclassic. Many of its remains lie buried at the lost city of El Mirador. Archeologist Richard Hansen has worked for more than 20 years to solve the enigma of the early Maya. You lost the history, as right now we've never known who these individuals were, and never known what other than seeing the physical evidence of their prowess. We've never had a chance to know them personally, and the work that we're doing now is gonna give us the chance to know these guys personally. One of the smaller pyramids of this lost city has captured Richard's imagination. This is a, a, a large jaguar paw with an earspool in the middle, you see the earspool here? And it has three realistic jaguar claws emanating from a, from a realistic cuticle. Here is another jaguar claw here and another one at the very bottom. The fact that we found this Preclassic jaguar paw connotes very well with a king who we believe governed from 152 to 145 . His name was Chak-Tok-Ich'aak or Great Fiery Jaguar Paw. And this may be a symbol of this. That's why this building is so interesting to us because it's possible that this king could be buried here.To test his theory, Richard has brought in the latest ground-penetrating imaging system. It's on this side. It's on this side. Yeah. 11 meters down on this side. Yeah. 10, about 10, 11 meters down. Yeah. What's this? This is good news. So. It's definitely there. Ya.The system has revealed a cavity, perhaps 8×2 meters, just the right size for a magnificent tomb. This was construction on an epic scale. The results were awe-inspiring: a vast metropolis gleaming red and white in the jungle sun, El Mirador. Perhaps 100,000 people, hundreds of great buildings, and at the eastern end of the city, the massive Pyramid of Danta, possibly the largest pyramid ever built. At El Mirador, Richard and his team have tunneled deep into the jaguar temple, finally arriving at the place where the imaging system showed the cavity. We broke through here. We found more fill and rubble. It should've been a, a chamber or something on the other side of this, of this wall. Em, this has, em, is a setback. There should've been something in there. Oh, the fact is that it's not there, tells us that, the, the elusive Kan kings are still elusive. He is not going to give up that easily. At another temple, he prepares to excavate next season. Maybe then, he'll find the remains of an early Maya king.200708/17061同安整容价格表厦门儿童医院收费高吗
